This headline elicits a variety of views - and could almost be an essay in its own right. It's a fantastic starter activity - possibly with revision in mind, touching on merit goods, positive and negative externalities, the multiplier effect, supply-side and productivity concerns, the impact of universities on local housing markets and so on.
A gift that keeps giving: it might be worth asking Year 13 students to write down as many concepts related to the headline as they can, defining them and then explaining how they apply, with diagrams where relevant.
That's a revision lesson right there.
